Automation of the budget planning process of the government and municipal authorities of a constituent entity of Russia on the basis of a SAP ERP solution package.
The Parma-Telecom consultants executed the following system creation works:

- design;
- modeling and setup of the key planning processes and reporting forms;
- integration with friendly IS;
- project documentation creation;
- user training and support at all project stages.
Tasks
- To provide support of the process of developing a three-year management budget in accordance with the applicable laws of the constituent unit of the Russian Federation.
- To provide support of the budget correction process;
- To ensure the implementation of the planning functions in a common information system according to the approved budget process;
- Ensure budget execution reporting (jointly with the "Consolidated Reporting" subsystem);
- Ensure the creation of the formal report "Register of Expense Obligations".
Result
The created regional budget planning system fulfils the following functional tasks:
- income planning;
- expense planning;
- source planning;
- budget balancing;
- organization of the process of agreeing the planned budget amounts;
- creation of budget attachments.
